Performance-Based Contract for Non-Revenue Water Reduction in Jamaica


The National Water Commission (NWC), the main provider of water supply and sanitation in Jamaica, contracted the team led by FEI Consulting to provide Transaction Advisory Services to implement a Performance-Based Contract (PBC) for Non-Revenue Water (NRW) Reduction in a major section of the North Coast referred to as the Modified Coastal Zone. The firm is providing technical and financial advisory support for the procurement of a private sector partner for the project, as well as other services that aim to enable commercial and financial close of the project.

The specific objective is to establish a replicable performance-based scheme for NRW Reduction. The target is to reduce NRW in the target area from the current estimated level of 74% of water supply input down to a maximum of 30%, by December 2021. At a minimum, the findings should demonstrate the viability of the PPP being implemented under the Government’s PPP policy. FEI is also to ensure sustainability by designing a complementary maintenance and conservation program, involving an appropriate training and hand-over process.

The consulting work is funded by the World Bank, part of the Foundations for Competitiveness and Growth Project.
