FEI Consulting has successfully completed a water utility assessment in Liberia. The objective was to evaluate the performance of the Liberia Water and Sewer Corporation and determine the specific areas with improvement potential. The project required a comprehensive assessment of the utility in Monrovia, Liberia in order to report on the condition of the utility which would be the basis for detailed performance improvement plan.
The assessment of the Liberia Water and Sewer Corporation was based on the World Bank’s Utility Turnaround Framework. The Framework requires a mix of analytical work, stakeholder outreach and capacity building, creation of a modern incentive framework, staff and management training, and a new corporate culture. The assessment included the utility service delivery improvement (Capacity), operating environment improvement (Governance), and (iii) financial performance improvement (Financial). The team assessed the governance structure and arrangements, the customer service systems, the financial situation of the utility, the technical arrangements, and the IT systems and technology used by the utility. Based on the assessment, the team developed a set of actions that the management could pursue over the next 3-12 months to enable the utility to improve its level of performance and set the foundation for a more comprehensive performance improvement plan.
