FEI Consulting completed the assessment of the decentralization in Lesotho for the UNDP in November 2013. The team was led by Henry Kellam, who was also the Expert in Institutional and Organizational Management of Local Authorities with Robert Muwanga as the International Fiscal Expert and Lance Morrell in the home office responsible for Quality Control.
