FEI was contracted to perform financial assessment and business planning for electricity and water utility in St. Maarten.
The project aimed at strengthening the institutional and financial capacity of NV GEBE to provide efficient and sustainable services. Lance Morrell conducted an institutional and financial assessment of the Government-owned water and electricity utility to guide the Government’s decision making with respect to the operation, maintenance and future investments as well as to enable the utility to achieve financial sustainability. The assessment included a thorough review of financial activities, systems and obligations, institutional and regulatory framework, and the legal and administrative framework in the utility.
The work was completed in 2018 and was funded by the World Bank.
